Your team reviews the evidence and approves the work. Cadae does not commit
budget, contact contractors or change how plant runs.

## Three measures, kept apart

A decision about spend needs figures you can trace. Cadae keeps three measures
separate and never adds them together:

- **Theoretical cost gap**: where to investigate
- **Project estimate**: what a proposed change could deliver
- **Verified savings**: what the evidence confirms

Finishing a task is not a saving. A saving counts once its verification is
accepted.
